MONMOUTH — Midwest Ammonia reached an agreement with Monmouth on Friday to develop a $15 million renewable fertilizer plant near the city’s wastewater treatment facility.The plant will capture waste biogas and convert it into approximately 7,500 tons of low-carbon, industrial anhydrous ammonia every year.
