Lowell was born on September 5, 1923 in Mercer County, IL to George M. and Mary J. (Kistler) Taylor.  He married Darlene Fowler on August 8, 1945 at the Zion Lutheran Church in Edgington, IL

Lowell was a successful farmer, having farmed all of his adult life in Duncan Township, where he served as Township Supervisor for several years.  He loved dancing, camping and traveling.  While still farming, he and Darlene spent many winters in their RV in Florida and upon retirement they spent their winters in Southern Texas, where they greatly enjoyed their status as “Winter Texans”.  The couple was able to have their 5 grandchildren join them on many traveling and camping adventures.  They spent much of their retirement traveling from dance venue to dance venue, vowing that they would never miss a dance featuring their favorite bands.

Lowell was a devout Christian and served faithfully for many years as Deacon at Antioch Baptist Church, Marston.  He was also a loving and devoted family man who greatly enjoyed spending time with his children, grandchildren, great-grandchildren and great- great grandchildren.

Those left to honor his memory are his wife of 72 years, Darlene Taylor; his daughter Carolyn Williams of Aledo; a sister: Helen Jean (Connie) Randolph of Reynolds; Grandchildren: Piper (Toby) Smith of East Peoria, IL; Cynthia Handley of Davenport, IA; Stuart (Cassie) Handley of Eldridge, IA; Erika Taylor of San Diego, CA; and Zachary (Jennifer) Taylor of Eliza, IL.  Great-grandchildren: Sebastian Weig, Taylor Weig, Tanner Weig, Devynn Smith, Nathan Taylor, Emma Handley, Mitchell Taylor, Brendan Handley, Cora Handley and Natalie Taylor as well as great-great grand children Chloe Spiker, Brylee Weig and Ethan Minteer. Lowell was preceded in death by his sisters Allyne Dillie and Eleanor Bull, as well as one son, Victor.
