BCAP funds prioritized

USDA Farm Service Agency (FSA) State Executive Director, Scherrie Giamanco announced that on Sept. 15, 2011 the Farm Service Agency published regulations to prioritize the use of limited program funds under the Biomass Crop Assistance Program (BCAP). This prioritization was needed after the Department of Defense and Full-Year Continuing Appropriations Act, 2011 (Public Law 112-10), was enacted on April 15, 2011. This act reduced the BCAP funding availability for fiscal year 2011.

It was determined that approved project areas would be given priority. This will allow for funding establishment costs for eligible crops and for the annual payments to be made to the growers who produce biomass for the approved project areas.

Funds are not available for matching payments in fiscal year 2011, therefore, all pending BCAP-1's for Biomass Conservation Facilities will not be approved for fiscal year 2011 and no additional BCAP-1's will be accepted until further notice.

Future announcements will be made if BCAP receives additional funding.
