Keithsburg City Council minutes from Sept. 8

Keithsburg Mayor Jim Stewart opened the meeting at 7 p.m.

Alderman Present: Davina Logsdon, Maxine Henry, Linda O’Brien, Neil Nylin, George Askew and Arnold Askew.

Minutes of August Meeting: Neil made a motion to accept; George seconded, accepted by all.

Cash receipts: Maxine made a motion to accept; Linda seconded, accepted by all. 

Cash disbursements: Davina made a motion to accept; Arnold seconded, accepted by all. 

Flood Bash: Davina explained there was a benefit held on Aug. 31 at the campground to raise money to help the flood victims. The benefit included an auction and the Nelsonville Band (Andy Campbell and John Kelson) played music. In addition to the benefit The Blind Duck (Bill Shaw) donated $100 from donations he had been collecting at his bar and Jim and Bertie Campbell donated $100. Davina presented $571.75 to both the First Christian Church and the Keithsburg Volunteer Fire Department.

Campground Fishing Contest and Fireworks: Maxine explained there were 51 adults and six children that signed up for the fishing contest. Maxine thanked the following: fire department for having an ambulance and fire truck present for the fireworks; Jim Stewart for the nice fireworks display and everyone who helped with the fishing contest. Jim also thanked TJ Harrison and Joey Tharp for all their help. The campground took in $3,628 over Labor Day weekend. 

Handicap Door for City Hall: George Lyle received an estimate from First Glass, Inc. and it will cost $3,000 for materials and labor to install the door and an additional $2,500 or the automatic door opener. Arnold made a motion to accept and pay out of General Fund Checking; Linda seconded, accepted by all. 

Safety Award: Illinois Municipal League Risk Management Association has awarded the City of Keithsburg with a Safety Award for the year 2007. This award is presented to municipalities with outstanding loss statistics for the 2007 program year.

Modern Woodman of America Donation: $125 - Halloween Party and $125 - Christmas Baskets. Maxine made a motion to accept; Neil seconded, accepted by all. 

Water/Sewer: George Lyle explained they will be shutting the water off on the flooded properties to prevent water line breaks this winter; however they will be contacting the homeowners first.    

Streets and Sidewalks: The council explained all the homeowner’s of flooded properties are still responsible for mowing and maintaining their flooded properties. Jim explained the concrete in front of Tweety’s Hi-Way was damaged during the flood and he estimated it will take 2-3 yards of concrete to repair.  The council agreed to pay for the repair.  

Fire Department Applications: Shawn Gilmour and Amy Terrill have both applied to be members of the fire department and are both willing to take EMT classes. Arnold made a motion to accept; Neil seconded, accepted by all. Jeff Gilmour is already a member of the fire department and he has agreed to take EMT classes. 

Part-Time Police Officer: Received applications from William Engle and George Howard. The council agreed to discuss this matter in executive session. 

Appropriation Ordinance: Arnold made a motion to accept; Maxine seconded, accepted by all. Davina-yes; Maxine-yes; Linda-yes; Neil-yes; George-yes; Arnold-yes and Jim-yes. Motion carried. 

Jim suggested sending the remaining Red Cross cleanup kits and any excess supplies down south and then possibly closing the Salvation Army on November 1, 2008. The council agreed.

Davina made a motion to go into executive session to discuss personnel; Maxine seconded, accepted by all.

Part-Time Police Officer: Arnold made a motion to hire William Engle for a 60 day probation period and pay him $9.50 an hour for a maximum of 20 hours weekly, Maxine seconded, accepted by all except Davina who abstained.

Arnold made motion to adjourn, George seconded. Accepted by all.
