MONMOUTH — Midwest Ammonia reached an agreement with Monmouth on Friday to develop a $15 million renewable fertilizer plant near the city’s wastewater treatment facility.

The plant will capture waste biogas and convert it into approximately 7,500 tons of low-carbon, industrial anhydrous ammonia every year.

The development will reduce emissions and potentially enable the city to apply for a modification to its current Title V permit under the Clean Air Act, which allows for up to 250 tons of emissions each year.
